My Kitten, Fiona does not meow. She opens up her mouth to meow and nothing comes out. She does whine when my older cat plays with her but she still does not meow. I don't know if I should be concerned or if it's normal for some cats to not be vocal. Any input would be greatly appreciated.

My Persian Missy did that. I think the sound is too high for a human to hear. The only time I heard her is when she was going to the vet, then she screeched!

We've had a few over the years who didn't meow, or meowed so quietly you could barely hear them.
Squeaky Shoes got her name because she sounds like a mouse. Blue Suede never made a noise unless, like Sheba's Missy, she was on her way to the vet. Then she wailed at 120 Db and people in the surrounding cars probably thought I was torturing someone.

My Jetta didn't meow for almost a year, but once she started talking, well, um, I still have to sometimes try and shush her! She talks as much as I do!

It's called the "silent meow". There is a book out by that name. It's nothing to worry about

I have a 4 month old kitten who only started meowing a couple of weeks ago. My 1 yr old male isn't very vocal either. The only time he meows is when the food dish comes out.
I've had cats who were very quiet and cats who would practically have conversations with me when I'd meow back to them. I think it's just a personality thing or something.

I have a chartreax, (hope I spelled it right) which is a french cat from France and it does not meow, it more or less chirps. It's like cut off meow like meo. That's the best I can describe it She can meow but it is a real high pitched sound. So some cats do not meow. hope this helps
