   Yes this man blames the pelican--although he was on his cell phone at the time as well. Perhaps if he was watching what he was doing and actually focused on driving instead of using his cell phone, he wouldn't have been so distracted by the pelican. But then it is so much easier to blame a bird rather than the use of a cell phone while driving.
