   Inspect it. If it meets code leave it but charge him for the permits + a fine for not getting them in the first place.

   If it does not meet code but can be brought to code, give him the choice of keeping the residence & bringing it to code also charging for the required permits + fines for not getting them.

   If it does not meet code and cannot be safely brought to code, raise the building and Id-10-t gets to foot the bill.

   I read about this and thought the same thing as Ail...issue fines, inspect it for code violations, correct the violations, approve and let him be. Grrrrrr!!
