  2. Arrest doesn't seem like quite the right solution to this. At 80-years-old, it's possible that the gentleman has some mental problems. If that's not the case, then one has to assume that the neighbours have a history that would have lead the cookie-dude to think they stole his cookies.

  3. I agree arrest seems a bit extreme,perhaps a citation/warning. The old gent seems to be suffering from dementia.
