He may have a urinary tract infection. It hurts, and he may associate the pain with the litter box, so doesn't want to go there. Need to take him to a vet, I think. Good luck.

How old is he? Is he old enough to be neutered yet? Sometimes cats will pee as a marking behavior when their hormones kick in. And I've read it isn't always the classic stand and spray...sometimes squatting. I agree with PJ...I would at least call the vet to discuss it. My vet is good about fielding those questions and helping me decide whether to bring the cats in. When a cat has peed somewhere you should clean it with a special cleaner like Nature's Miracle or something sold to clean pet stains. If you don't, they will be able to smell it and will return to that spot to go again.

He definitely should be neutered by now. That would greatly reduce his chances of marking around the house. And like the others said, check with your vet about the possibility of a urinary tract infection.
In the meantime, there is a special litter called Cat Attract that you can purchase at pet stores. I had a problem with my Emily (avatar) peeing outside of the litter box when she was a kitten, but she loved the Cat Attract litter and she has used her box regularly after that.
Here is the link for Cat Attract...click on "find our product" for a store near you.
