Catt, sorry the other kitten died. Tiny kittens are very fragile and sadly sometimes do not survive. The fact the momma kitty has abandoned care of the kittens could mean that she senses something is wrong with the babies or it could be that she is not an experienced mother and lacks the instinct to properly care for her babies.
I hope the milk you are feeding is KMR, a kitten replacement milk, and not regular cow's milk. Cats cannot digest the lactose milk sugar in cow's milk and can get sick from it.
Let me see if I can find the "tags" for some helpful websites and previous discussions that can give you helpful information.

Okay, try this link:
http://www.messybeast.com/handrear.htmIf you read down far enough in the page it tells how to bottle feed tiny kittens and other critical info on hand rearing a tiny kitten.
Is it possible to take your little kitten to the vet? A vet can give you lots of help and instructions.

Catt, I hope your little baby will be okay. Given that the other kitten already died and how fragile your little one sounds, please try not to feel guilty if it also dies. Sometimes they just don't make it. But with all your loving care I hope it does live. And it certainly knows kindness and love already from you. God bless. *hugs*
